Kansas Legislative Insights Newsletter | May 19, 2023

Thursday, speculation ended about the fate of SB 113 (K-12 budget and education policy bill) when Gov. Laura Kelly signed it into law. There were several line-item vetoes, including one that prevented loss of base state aid to some rural school districts. There will be ongoing debate regarding whether the governor can line-item veto policy matters in an appropriations bill. SB 113 was the final item of business concluding the 2023 Legislature. The House and Senate adjourned sine die on April 28. The Kansas Legislature will reconvene on Monday, Jan. 8, 2024.
