Session Opens Monday

On Jan. 11, 2021, the 2021 Kansas Legislature will be sworn in as the new session begins. Technology has been upgraded in committee meeting rooms to accommodate virtual meetings. The details on how the session will be conducted are being finalized. The consideration of the Joint Rules for the House and Senate will draw more attention than usual with potential accommodations for the pandemic. 

The leadership has announced the legislative deadlines for the 2021 session; they are listed below to allow anyone following legislation to track bills relative to the key deadlines.

2021 Legislative Session Calendar

  • Jan. 11: Session starts 
  • Jan. 18: Martin Luther King, Jr. Day, no session 
  • Feb. 1: Last day for individuals to request member-sponsored bill drafts 
  • Feb. 8: Last day for non-exempt committees to request bill drafts
  • Feb. 10: Last day for individuals to introduce bills in chamber
  • Feb. 12: Last day for non-exempt committees to introduce bills
  • Feb. 26: Last day for committees to meet 
  • March 1-4: On floor all day
  • March 5: Turnaround: Last day for non-exempt bills in house of origin
  • March 6-9: No session 
  • March 26: Last day for non-exempt committees to meet 
  • March 29-30: On floor all day 
  • March 31: On floor all day; last day for non-exempt bills, either house
  • April 1-5: No session 
  • April 6-8: Conference committees meet 
  • April 9: Conference committees plus first adjournment 
  • April 10-May 2: Spring break 
  • May 3: Veto session begins
  • May 11: Day 89

James P. (Jim) Rankin and Gary L. Robbins are co-editors of Foulston Siefkin’s Kansas Legislative Insights Newsletter.

As a partner at Foulston Siefkin, Jim’s practice focuses on employee benefits law relating to public, private, governmental, and tax-exempt organizations. A large part of his work involves insurance regulatory and compliance issues in many industries, including healthcare.
