Veto Session Update
By Tuesday evening, the House Appropriations Committee and the Senate Ways and Means Committee had completed their versions of the Omnibus budget. Wednesday morning, the Senate completed its work on their version. Both chambers spent much of Wednesday and Thursday successfully overriding a record number of vetoes by Gov. Laura Kelly. Wednesday and Thursday, the Senate made two unsuccessful attempts to override the governor’s veto of the tax cut package. Time constraints probably limit further consideration of major tax relief this session.
The keys to adjournment are school finance and the Omnibus budget bills. Wednesday, the K-12 budget conference reached agreement with the option of school choice for the more populous counties. The Omnibus budget conference committee reached agreement just before midnight Thursday. The process of drafting, editing, and proofing the budget generally requires at least 12 hours before it can be considered. House Speaker Dan Hawkins, R-Wichita, announced the budget should be ready for debate by mid-afternoon. It appears that the Legislature will work into the night. We will have a wrap-up next week.
